Marshals arrest fugitive in Rincon

A fugitive wanted on multiple drug charges in Savannah was captured Friday in Effingham County by U.S. Marshals.


The U.S. Marshals Southeast Regional Fugitive Task Force arrested Kevin Lamar Speaks, 31, of Savannah, at an apartment off 9th Street in Rincon, according to spokesman Tommy Long.


Speaks was wanted by the Chatham-Savannah Counter Narcotics Team on several drug charges, including attempt/conspiracy to violate the Georgia Controlled Substances Act, trafficking in cocaine over 28 grams, use of a communication facility for criminal use, and possession of a firearm/knife in committing a crime.

The Chatham-Savannah CNT was “rounding up” several suspects in September and had a warrant for Speaks but he fled Chatham County, said CNT public information officer Mark Lupus.


“We’ve been looking for him for a while,” Lupus said. “The marshals stepped up and asked if we wanted them to go after our (outstanding warrants), and we were happy for them to.”


The case was referred to the U.S. Marshals Southeast Regional Fugitive Task Force’s Savannah office. The investigation tracked Speaks to a Rincon 9th Street apartment and he was arrested without incident Friday, Long said.


Speaks has a lengthy criminal record, Lupus said. Though most of his arrests have been for traffic violations, along with some probation and parole violations, Speaks does have at least two prior arrests on drug charges.


Speaks was only 17 years old when he was arrested for the first time, for possession with the intent to distribute in 1999, according to Lupus. He also was arrested in 2003 on charges of selling drugs.


“He’s always been on our radar,” Lupus said.
