Owens thanked for his service, two cents

Rincon Mayor Ken Lee thanked former city council member Frank Owens for his 17 years of service over two separate terms on the council. Owens, known for ending his comments and emails with “that’s just my two cents,” was presented a plaque noting his years on the council — and with two pennies ensconced.
