Dr. Joseph Ratchford, left, and Dr. Prakesh Patel, center, of Effingham Medical Partners, welcomed Rick Garland to their staff. Garland is a physician’s assistant and said he hoped he can take some of the load off Dr. Ratchford and Dr. Garland since they have been without a PA.
